UW–Madison Libraries recently reached an agreement with Wiley to continue to cover the costs of publishing in hundreds of open-access (OA) journals through December 31, 2027. Authors need to be aware of changes in the agreement that limit coverage of publishing in certain journals.
Gold OA journals, referred to by Wiley as “Fully Open Access” journals, are typically funded by author-paid article processing charges (APCs). Under the 2026–2027 agreement, researchers must submit their article or manuscript by August 31, 2026, to avoid paying APCs for publishing in gold OA journals.
Any article submitted to a gold OA journal on or after September 1, 2026, through December 31, 2027, will not be covered under the updated agreement. Researchers must secure their own APC funding or submit to a different journal.
Hybrid OA journals, referred to by Wiley as “Online Open” journals, are subscription journals that give authors the option to make their article open access by paying an APC. Our updated agreement covers unlimited publishing in Wiley hybrid OA journals.
Under the 2026–2027 agreement, articles must be accepted, with a completed author agreement, by December 31, 2027. Authors will need to carefully consider the average time to publication to try to ensure their manuscript can be accepted and the author agreement completed by the December 31, 2027 deadline.

This agreement reflects broader financial pressures facing academic libraries, including significant and unstable cost increases.The Libraries remain committed to maintaining sustainable, fair, open access publishing that balances the real costs of scholarly publishing.
