Public Access Glossary of Terms

Author Accepted Manuscript: The author’s version that has been accepted for journal publication and includes all revisions resulting from the peer review process. Does not typically contain journal formatting, copyediting, or copyright statements.

Embargo Period: The period of time, as defined by a journal or publisher, during which a scholarly work in a federal funder’s repository is not publicly accessible.

Final Published Article: The journal’s authoritative copy of a scholarly work, including journal or publisher copyediting, stylistic edits, and formatting changes.

Hybrid Journal: An online and print academic journal that offers authors the option to make individual articles open access in its online version by paying an article processing charge.

Office of Science and Technology Policy (OSTP)– A White House office that provides the U.S. President and other members of the Executive Office of the President with advice on science, engineering, and technology and helps to coordinate policy efforts related to these matters.

Official Date of Publication: The date on which the Final Published Article is first made available, whether in print or electronic format.

Peer-Reviewed Scholarly Publications: A scholarly work that has been subjected to the scrutiny of experts in the same field before being published, and includes research articles, peer-reviewed book chapters, editorials, and peer-reviewed conference proceedings.

Public Access: U.S. government definition of policy to make scholarly works supported by federal awards available to the general public to read, download, and analyze in digital form.

Public Access Repository: A digitalized storage location where publications and scientific data can be deposited for all individuals to access. Common public access repositories include PubMed Central, NSF-PAR, and PubAg.

Zero-Embargo: Designation of 2022 OSTP update to federal public access policy that eliminates Embargo Periods and requires Official Date of Publication of scholarly works impacted by the policy.
