Many NIH Services in Doubt During Shutdown
On October 1, 2025, the NIHMS, NCBI, PubMed, and PubMed Central sites began posting the following message:
Because of a lapse in government funding, the information on this website may not be up to date, transactions submitted via the website may not be processed, and the agency may not be able to respond to inquiries until appropriations are enacted. The NIH Clinical Center (the research hospital of NIH) is open. For more details about its operating status, please visit cc.nih.gov. Updates regarding government operating status and resumption of normal operations can be found at opm.gov.
According to NIH notice NOT-OD-26-004, the lapse in federal funding on October 1, 2025, means that many NIH employees will not be allowed to work onsite or remotely. The result, the notice states, is that “staff may not be available to provide normal oversight and administrative support services.” The notice goes on to mention that the Department of Health and Human Service’s Payment Management System will remain operational and continue processing drawdown requests.
The PAS recommends that researchers and staff continue submitting manuscripts to meet the public access requirements of their NIH and DHHS awards.
