This document does not specify database structures, record syntax, field labels, or element names. Rather, it defines the core data elements in terms of their internal encoding, semantics, appropriate use, and relationship to other metadata schemes. Methods for embedding these data elements in specific databases or transfer formats will be specified in other documents.
