This is obviously a footnotes page to Chapter 15 of a work about NAFTA (the North American Free Trade Agreement). Google lists it on the first screen of hits rather than the full chapter or the book as a whole because the search terms all occur very close to each other on the footnotes page.

Notice in the screen capture below the number of search terms in footnote #13:
